Amtrak has awarded its first ‘Delivery Partner’ contract to a team comprised of AECOM and Jacobs to support the 6 billion USD Frederick Douglass Tunnel Program.
This construction management approach aims to help drive the successful execution of the project. The award follows a competitive procurement process that began in early 2023.
In a Delivery Partner model, the private partner shares in Amtrak’s risk and is incentivised to help Amtrak achieve overall programme outcomes.
The Delivery Partner’s work will include design oversight, construction management, contract management and other administrative support.
This contract has been awarded to ADVANCE: a joint venture between AECOM and Jacobs.

This announcement follows Amtrak’s award of a CMAR contract to build the new Frederick Douglass Tunnel in February.
Last autumn, Amtrak also awarded demolition contracts and a CMAR contract for the programme’s Southern Approach.
Early works on the project began in 2023 and demolition is underway. Major construction is then scheduled to begin later this year.
