What’s more, with the FIFA World Cup currently taking place in North America, APTA President and CEO Paul P. Skoutelas argued that this tournament represents the clearest real-world demonstration yet of public transportation’s value as national infrastructure, thus providing greater justification for rail and transit.

Progressive Design-Build emerged as a recurring topic, with owners highlighting its collaborative approach to developing scope, managing uncertainty and progressively establishing project costs before construction begins.

Similar challenges are also affecting the deployment of digital signalling, where integration, procurement and delivery are just as significant to consider as the technology itself.

The Next Generation of Rail Fleets

With fleets across North America reaching and surpassing replacement age, operators are balancing domestic manufacturing requirements, procurement timelines and evolving energy and sustainability considerations. The conference therefore addressed how manufacturers and operators are approaching this next generation of fleet renewal.

This task also sits within the challenging economic situation, with funding levels low and tariffs creating complex uncertainties for transit agencies and manufacturers alike.

A Fitting Host City

Baltimore itself provided an appropriate setting for the discussions. As a city with deep railway heritage and continuing investment in its transport network, it reflected many of the themes raised throughout the week.

Taken together, the discussions at APTA Rail Conference 2026 reflected an industry preparing for its next chapter.
