The national railway company of Kazakhstan, Kazakhstan Temir Zholy (KTZ), has launched an international competition to find a strategic partner to take over the Tulpar coach assembly plant and deliver passenger cars.
KTZ is accepting proposals from potential strategic partners. Interested parties are asked to provide documentation (Part A). Once KTZ has assessed this documentation and checked that it complies with the requirements, the bidding parties will be given access to Parts B and C.
The closing date and time for submitting proposals is 3pm, 15 October 2020 ALMT (UTC/GMT +6).
DB Engineering & Consulting will be involved in selecting candidates, who will apply international standards. The successful strategic partner will enter into a Strategic Agreement with KTZ.
Further down the line KTZ envisages an agreement on investments and purchase of the Tulpar plant to be signed with the strategic partner. KTZ wishes to sell the plant in order to attract a strategic partner. The strategic partner will be expected to make a long-term investment to ensure the production of passenger rail cars in Kazakhstan.
The strategic partner will supply at least 26 trainsets consisting of around 18 cars each (roughly 469 cars in total), depending on the requested combinations of types of seats and berths, and 26 power cars. These are to be manufactured at the site between 2022 and 2029.
The rolling stock order will include five different types of car and the partner will be asked to come up with solutions for increasing seating, sleeping, safety, comfort, productivity, affordability and reliability with a high level of quality.
The top three candidates will be invited to a clarification meeting in October 2020. The top two candidates will then be asked to submit their best and final proposals, also in October 2020.
The sale of the plant is to go through in April 2021
