Formerly, the railway was part of the Ukrainian Ministry of Transport. It was made a joint owned stock company in order to give it a more commercial position.

The first meeting of the board came after the change, which allowed plans to set up subsidiary companies. These 21 departments include concrete sleeper factories, rolling stock maintenance and repair depots and IT and research departments.

Prime Minister Arseniy said that the government was talking to Siemens in order to modernise the fleet of rolling stock.
