Infrastructure Ontario and Metrolinx have signed an agreement with Trillium Rail Partners to deliver the Stations, Rail and Systems (SRS) package for the Eglinton Crosstown West Extension in Toronto.
The agreement is formally known as a Development and Master Construction Agreement (DMCA).
The Trillium Rail Partners consortium is made up of:
- Applicant Leads: Amico Major Projects Inc., Alberici Constructors Ltd., and Acciona Infrastructure Canada Inc.
- Design Team: WSP Canada Inc.
- Construction Team: Amico Major Projects Inc., Alberici Constructors Ltd., and Acciona Infrastructure Canada Inc.
The selection of Trillium Rail Partners followed a procurement process overseen by an independent fairness monitor. Proposals were evaluated against criteria set by Infrastructure Ontario and Metrolinx before the agreement was awarded.
The DMCA initiates the development phase of the project, using a progressive design-build model. Under this arrangement, Trillium Rail Partners will begin early construction works while continuing to work with Metrolinx to refine design details, risk allocation and cost estimates.
The SRS package covers the design and construction of seven new stations, along with installation of track, signalling and related systems across the 9.2-kilometre extension. It also includes modifications at Mount Dennis Station to provide a connection with future Line 5 Eglinton light rail transit services.
The Eglinton Crosstown West Extension is being delivered through a mix of procurement methods, including Public-Private Partnerships, progressive design-build contracts and traditional procurement.
The nine-kilometre extension will add seven new stations, linking the Eglinton Crosstown Light Rail Transit (LRT) to areas from Scarborough to Mississauga.
