Webuild and FCC have signed a 2.7 billion EUR (4.32 billion CAD) contract to deliver a major underground section of Toronto’s Ontario Line metro project. Construction work is due to begin following completion of the project’s development and advanced design phase.

The contract covers the Pape Tunnel and Underground Stations (PTUS) package and has been awarded by Metrolinx and Infrastructure Ontario to a joint venture led by Webuild, which holds a 50% stake, alongside FCC.

The PTUS package includes the construction of two twin tunnels, each approximately three kilometres long, two underground stations and a connection to the Toronto Transit Commission’s Line 2 subway. The link is intended to integrate the future Ontario Line with Toronto’s existing public transport network.

The work will take place in one of the city’s busiest urban areas, requiring excavation and construction around existing transport infrastructure, underground utilities and active roads. The project team will be responsible for coordinating works to minimise disruption while maintaining city operations throughout construction.

The PTUS package forms part of the 15.6-kilometre Ontario Line, which will include 15 stations and more than 40 connections to Toronto’s existing public transport network. Once complete, the line is expected to reduce end-to-end journey times across the city to under 30 minutes.

The contract marks the transition of the PTUS package into the execution phase after the joint venture completed the development and advanced design stage, which was awarded in 2024.

The project is being delivered using a Progressive Design-Build (PDB) procurement model, which brings together the client, designers and contractors during the early stages of a project. The approach allows design, construction methods and project costs to be refined collaboratively before and during delivery.
