The Office of Rail and Road (ORR) has announced interim leadership arrangements ahead of the departure of its current chief executive, John Larkinson, later this month.

Following a decision by the ORR board, Feras Alshaker, currently Director of Planning and Performance, will take on the role of interim chief executive from Monday 27 April.

In his existing position, Alshaker holds senior responsibility for Britain’s rail system and England’s strategic road network. His remit includes oversight of organisations such as Network Rail, HS1 Ltd and National Highways.

Declan Collier, Chair at the Office of Rail and Road, said:

I am very pleased that Feras has agreed to take on the role of Interim Chief Executive. His experience, leadership and deep understanding of ORR will be invaluable as we continue to deliver our priorities for rail reform and navigate a period of significant change.

Alshaker has worked at the ORR for close to a decade, during which time he has led a number of regulatory interventions affecting passengers, freight operators and public finances.

His appointment is intended to provide continuity as it continues its transformation programme and prepares for planned changes, including rail reform, regulatory developments and the growing use of artificial intelligence.

Feras Alshaker said:

I am grateful to the Board for the confidence they have placed in me. I am proud to lead ORR in this interim period as we continue our transformation, support rail reform and ensure effective, proportionate regulation that delivers for passengers, freight users and taxpayers.

Larkinson and Alshaker are expected to work together over the coming weeks to support the transition.
